Royster most recently was executive director for the Maryland Port Administration and has more than 35 years experience in the maritime industry in both the public and private sectors.
"As port director in Baltimore, Brooks demonstrated a breadth of shipping industry knowledge and led the port's growth in cargo, facilities and Homeland Security [activities] during volatile times," said Merchants President Harry Halpert.
